HIPAA is the Health Insurance Portability and Accountability Act passed by Congress in 1995. The law defines who has access to personally identifiable health information (known as PHI) and the purposes for which this information can appropriately be used and disclosed. The law established rights for patients regarding their health information and mandated several new administrative requirements for healthcare providers, to enhance privacy protections.
